The base BitGenerator.state must be overridden by a subclass

Returns:

Dictionary containing the information required to describe the state of the PRNG. The returned dictionary must be a new object, not a view of the generator’s internal state: later changes to the generator must not affect it, and modifying it must not affect the generator.
